Well, assuming there's no Stargate Program really running in the basement somewhere, it isn't a secret that its core operations were shifted to Peterson a decade ago. The Pentagon felt that the safety it provided during normal day-to-day operations was a hindrance to upgrading and maintaining the facility, and not worth the trouble in this day and age. Not to mention the small tidbit that a lucky shot with a modern nuclear weapon could actually incapacitate the facility anyways, making it less-useful as a hardened facility. The facility at Peterson is easier to access, easier to maintain, upgrade, and expand, and allows for NORAD to work more directly with the Air Force it helps to command.
Quick edit: That's not to say that the CMC isn't still being staffed. It's still functional, and staffed 24/7/365. It's just of secondary importance to the Peterson facility now. Oh, and they do still track Santa at Christmas.
I've had this discussion before, and the conclusion was that people probably hated to work there. Especially when they locked down the base. Nobody in or out and you have no idea why. When Anubis was floating around the SGC, the base was locked down for what, a week or two? But the bigger question is how the public reacted every time they had to evacuate the area.
A chemical spill only works as a cover once or twice. There have to be a lot of people that live near the mountain that are wondering what in the hell is going on. As an added bonus, Window of Opportunity probably invalidated hundreds of years of astronomical observations. This had made me rethink the whole series. In all the years i've been watching Stargate i've somehow never realized that the base was used for something other than the Stargate on the upper floors, i've always assumed the SGC was what the entire place was dedicated to; the base was just Stargate Command and that was it, rather than Stargate command only being the bottom few floors.
I never realized it was just a few floors of a secret facility inside a secret facility, separate from the rest of it. To the best of my knowledge, the non-SGC staff in the mountain had no knowledge of what was being done on the lower levels, beyond it being well above their pay grades. The command staff may have had a little more information, but still no specifics more than likely. Black projects are typically kept highly compartmentalized, and I doubt the Stargate Program would have been any different. As for effects on the facility, they'd still be kept in the dark, but in the case of events like the black hole, or self-destruct being triggered, they would still be evacuated from the mountain. Presumably they'd be fed some line about malfunctions or so, something mundane and not altogether outside the realm of realistic possibilities, and ordered not to speak of it.
Had the self-destruct actually gone off, it might be a bit harder to cover up as a deep space telemetry experiment gone awry, but it could probably be covered up as an experimental power source going boom. Edit: Forgot about the munitions and supplies. NORAD was also an emergency bunker, meant to house staff and such for long periods of time if needed, so it wouldn't be too surprising to see various weapons and supplies being brought in, ostensibly to replace or augment what was already there. The extra stuff beyond that could be brought in with its own cover (cases of ammo packaged to resemble everyday boxes of copper wire for instance), or even lowered in via the crane system installed in the access tunnel that was used to install the stargate in the first place. That way, no one inside the mountain even needs to see the supplies coming in at all. They seemed to hint that even the staff inside SGC didn't know the specifics of what was going on during season 7 'Heros Part 1' when an off-world activation alarm happens during an interview with Dr. Fraiser by the documentary crew: Unscheduled offworld activation. Fraiser and the documentary crew look up and listen to the announcement. BREGMAN (gesturing upwards with his finger) Thatunscheduled offwe've heard that before. Is that an unusual thing? It happens from time to time. BREGMAN And what-what does it mean? FRAISER (shaking her head blankly) Your guess is as good as mine.
The only thing that bothered me about that is how she knew of the Stargate during season 1 'Broca Divide': FRAISER We've converted DEFCON 1 living compartments from when this place was a missile silo into isolations chambers. You never know what you're going to bring back through the Stargate. So she seemingly had knowledge of what the Stargate is, and where it goes, but didn't piece together what an unscheduled offworld activation is? The crew had clearance to talk to the staff, so there's no reason she would have been lying to them. Fraiser knew quite well what the stargate was, what an offworld activation was, etc. Bregman wasn't well-liked or respected until the end of the episode, and Frasier was just keeping him at arm's length by giving him short and noncommittal answers.
By that point in the series, she'd know more than some of the staff in the base about what goes on when the klaxons go off, having been around so long, and being the head of the medical department. Keeping her in the dark would not be in the SGC's best interest.
SGC staff as a whole would have at least the basic knowledge that they're working with a device that grants access to other planets, and that aliens are most definitely real. Anything more specific than that may be restricted to 'need-to-know'. I haven't watched that episode in a little while, so I may be mistaken, but as I recall, the farther away from the gate, the less marked the distortions effects were, at least initially. If the 'regular' staff upstairs was evacuated as soon as it became evident that there was a problem, it may be that they never even realized they were moving through a temporal distortion. On the other hand, if they kept them there very long afterwards, I'm not sure I could come up with any explanation. The effects were plainly evident at a distance of a few meters in the gate room, so it probably would have been all but impossible to explain to the staff the sudden lag in communications with the outside world, let alone possibly noticing visible effects like those seen downstairs in the gate room.
